White people tend to be nervous of raising the subject of race and education, but are often voluble on the issue if a black person brings it up. So when Trevor Phillips, chair man of Britain's Commission for Racial Equality, said that there was a particular problem with black boys' performance at school, and that it might be a good idea to educate them apart from other pupils, there was a torrent of comment. Some of it commended his proposal, and some criticized it, but none of it questioned its premise. Everybody accepts that black boys are a problem.
On the face of it, it looks as though Mr. Phillips is right. Only 27% of Afro-Caribbean boys get five A-C grades at GCSE, the exams taken by 16-year-olds, compared with 47% of boys as a Whole and 44% of Afro-Caribbean girls. Since, in some subjects, candidates who score less than 50% get Cs, those who don't reach this threshold have picked up pretty little at school.
Mr. Phillips's suggestion that black boys should be taught separately implies that ethnicity and gender explain their underachievement. Certainly, maleness seems to be a disadvantage at school. That's true for all ethnic groups: 57% of girls as a whole get five A-Cs, compared with 47% of boys. But it's not so clear that blackness is at the root of the problem.
Among children as a whole, Afro-Caribbeans do indeed perform. badly. But Afro Caribbeans tend to be poor. So to get a better idea of whether race, rather than poverty, is the problem, one must control for economic status. The only way to do that, given the limits of British educational statistics, is to separate out the exam results of children who get free school meals: only the poor get free grub.
Poor children's results tell a rather different story. Afro-Caribbeans still do remark ably badly, but whites are at the bottom of the pile. All ethnic minority groups do better than them. Even Bangladeshis, a pretty deprived lot, do twice as well as the natives in their exams; Indians do better still. And absolute numbers of underperforming whites dwarf those of underperforming Afro-Caribbeans: last year, 131,393 of white boys failed to hit the government's benchmark, compared with 3,151 Afro-Caribbean boys.
These figures suggest that, at school at least, black people's problem is not so much race as poverty. And they undermine the idea of teaching black boys separately, for if poor whites are doing worse than poor blacks, there's not much argument for singling out blacks for special measures: whites need help just as badly.

Summer is winding down, but it's still not too late to put the top down and hit the road. For those of us who can't spring for a Corvette or a BMW, here's some good news: Two of the coolest convertibles on the road are also more affordable-- Volkswagen's New Beetle and Chrysler's PT Cruiser.
Both start at about $20,000, seat four, and get between 22 and 24 miles per gallon from their four-cylinder engines. Each has fully insulated cloth tops with rear windows made of real glass, which makes them comfort- able to use in winter. Front-wheel drive helps make them safer to drive over snow and ice. Both also offer high- performance turbocharged models starting at about $25,000. Both have bulging fenders and cool, retro personalities.
Beyond that, they're very different. The PT Cruiser focuses on practicality, while the Beetle is more fun to drive.
That fun comes from the car's chassis, suspension, and overall structure. Crank the steering into a turn and the Car follows like an eager puppy. The engine isn't powerful, but loves to rev, so you can downshift to accelerate.
The New Beetle Convertible has developed an unfortunate reputation as a "chick car" for its cute looks and the lack of power in the standard model. But for an extra $1,600, VW offers its turbocharged version, with a 150 horsepower, 1.8 liter engine, which gives the car some snap.
Even so, the convertible top eliminates what little practicality the New Beetle hatchback offers. To fit the folding top, the back seat was narrowed and angled so upright it's uncomfortable. And the folded top sits above a tiny trunk, with only five cubic feet of capacity and accessible through a smaller porthole.
Weekend trippers had better not have kids --or plan to rough it with more than a backpack or two. Interior storage is also minuscule. As with the New Beetle hatchback, the windshield is disconcertingly far away, and the wipers clear only a small slit of a view in front. Compared with the profile of the hatchback, however, the convertible sports a top that' s lower and a little less cartoonlike.
The PT Cruiser, on the other hand, looks its sinister best with the top up. Peeling the top off reveals its cutesy "roll hoop". (Chrysler denies the hoop offers rollover protection and calls it a light bar.) But the Cruiser, like its four-door brethren, offers all the year-round practicality the original Beetle convertible did in its day. The back seat is comfortable for two people, and the trunk is roomy.
Unfortunately, it's also hard to access because the big trunk lid gets in the way when open. So instead of standing to load or unload the car, you have to squat or kneel. But the storage space is huge --the biggest I've seen in any convertible. And the back seats fold forward in case you need to carry some long cargo. The interior offers four cup holders and several large storage bins.
The 220-horsepower turbocharged engine in the GT model makes the Cruiser seriously quick, which backs up its hot-rod looks. But after that, the driving experience falls apart. Like its hot-rod inspirations, the Cruiser is best on a straight, smooth road. Over bumps, its floppy chassis wobbles like jello. On the highway, the Cruiser I tested needed continual corrections to stay in its lane. The manual shifter on the GT proved sloppy; it was hard to be sure which gear the car was about to engage. Several times I hit fifth gear when aiming for third. Chrysler apparently anticipated this problem, as a brief warning chimes to let you know when you're in reverse.
Neither the PT Cruiser convertible nor the New Beetle is perfect. But for fun in the sun or even the fall -- what could be better? Both cars brought constant waves, smiles, and stories from passersby.

Britain's richest people have experienced the biggest-ever rise in their wealth, according to the Sunday Times Rich List. Driven by the new economy of Internet and computer entrepreneurs, the wealth of those at the top of the financial tree has increased at an unprecedented rate. The 12th an- num Rich List will show that the collective worth of the country's richest 1,000 people reached nearly 146 billion by January, the cut-off point for the survey. They represented an increase of 31 billion, or 27%, in just 12 months. Since the survey was compiled, Britain's richest have added billions more to their wealth, thanks to the continuing boom in technology shares on the stock market.
This has pushed up the total value of the wealth of the richest 1,000 to a probable 160 billion ac- cording to Dr Philip Beresfod, Britain's acknowledged expert on personal wealth who compiles the Sun- day Times Rich List. The millennium boom exceeds anything in Britain's economic history, including the railway boom of the 1840s and the South Sea bubble of 1720. "It has made Market Thatches boom seem as sluggish as Edeward Health three-day week", said Beresford. "We are seeing billions being added to the national wealth every week." William Rubinstein, professor of modern history at the University of Wales, Aberystwyth, confirmed that the growth in wealth was unprecedented. "Among all of today's wealth has been created since the industrial revolution, but even by those heady standards the current boom is extraordinary," he said. "There is no large-scale cultural opposition or guilt about making money. In many ways British business attitudes can now challenge the United States."
Although the Britain's richest are experiencing the sharpest surge in wealth, the rest of the population has also benefited from the stock market boom and rising house process. Last year wealth rose by 16% to a record 4,267 billion, according to calculations by the investment bank Salomon Smith Barney. In real terms, wealth has increased by more than a third since the late 1980s. Much of the wealth of the richest is held in shares in start up companies.
Some of these paper fortunes, analysts agree, could easily be wiped out, although the wealth- generating effects of the Internet revolution seem to be here to stay. A Sunday Times Rich List confirms that people are becoming wealthier younger. It includes the 60 richest millionaires aged 30 or under. At the top, on 600m, is the "old money" Earl of Iveagh, 30, head of the Guinness brewing family. In second place is Charles Nasser, also 30, who launched the Clara - NET Internet provider four years ago and is worth 30Om. The remaining eight in the top 10 young millionaires made their money from computing and the Internet.

Judging by the $23 billion it earned last year, these should be the best of times for Shell, the Anglo-Dutch energy giant that ranks third among the top five Western oil companies. But Wall Street isn't celebrating. Instead, analysts are worried that buried beneath the record profit figures are worrying signs of a business in decline.
That's because Shell hasn't been able to find nearly as much oil and gas as it's now pumping out of the ground. In fact, it hasn't even come close—replacing only 60% to 70% of what it produced in 2005 and only 19% in 2004. Shell has had reserve problems for years—a controversy over improperly booked assets forced it to reduce estimated reserves by roughly 30% and led to the resignation of its CEO, Phil Watts, in 2004. But what's troubling now is that Shell is falling way behind rivals like Exxon and BP despite spending billions more each year on exploring and drilling new wells. Last year Exxon replaced 112% of production; BP came up with 95%. "I have never seen anything like this," says Fadel Gheit, a veteran energy analyst with Oppenheimer & Co. "Shell used to represent the gold standard in this industry, but lately they can't get their act together."
To be sure, Shell still has huge assets—nearly 12 billion barrels. But in the oil and gas industry, reserve replacement is the best guide to whether a company will be able to maintain-or grow-production in the future. So not replacing what you pump, says longtime industry observer Matthew Simmons, "is like eating your seed corn. If you're not finding new oil, you're just liquidating what you've got." Indeed, Shell's daily production figures have been weak lately, falling 6.7 % in 2005, to 3.52 million barrels a day.
Privately, Shell execs say the company's decision to cut spending for exploration when oil prices bottomed out in the late 1990s is partly to blame for the anemic numbers now. Shell CEO Jeroen Vander Veer insists that projects like those on Sakhalin Island off Siberia and in Nigeria and the Gulf of Mexico will enable the company to start catching up with peers in the years ahead. It won't be easy. "If you're not adding to reserves, you have a problem," says Sanford Bernstein analyst Oswald Clint. "Shell will have to run twice as hard just to stay in place."
