An Indian Foreign Ministry spokesman says the two countries will use the hotline to warn of nuclear threats or accidents and help prevent misunderstandings. The talks in New Delhi aimed at reducing the risk of a possible nuclear confrontation are the first since India and Pakistan test-fired nuclear devices six years ago.
